SQI renewal extended to a maximum of 5 consecutive years in the Philippines

In the Philippines, SQI renewal extended to a maximum of 5 consecutive years per EMB Memorandum Circular No. 2016-011.

In MC 2015-002, there is provision as below:

3.2 SQI Clearance application for three (3) consecutive years shall be directed to apply and undergo for PreManufacture and PreImportation Notification (PMPIN) process.

In MC 2016-011, there is provision as below:

4. The SQI Clearance shall be renewed yearly for a maximum of five (5) years starting January 12, 2015 (effective date of EMB MC 2015-002) and shall include the first when companies secured their SQI Clearance. After which, Pre-Manufacture ad Pre-Importation Notification (PMPIN) shall be applied.

Instead of renewal limit of 3 years, this was extended to 5 years after which this chemical which is not listed in PICCS shall be applied a PMPIN. This is great news to industry, since SQI renewal application is simpler and easier compared with PMPIN. There are more requirements of PMPIN, especially Toxicological Information and Ecological Information.  

Please note that company must subject to terms and conditions in the certificate. There is one term “Maintain an annual inventory of this material and all pertinent documents shall be kept in a file and made available to authorized personnel from EMB for inspection.” It refers to a record of the accounting of the chemical. That is how much were used or distributed or sold, how much are still remaining in the warehouse. It should be available anytime since EMB conducts monitoring. Also, the SQI annual report should be submitted together with the renewal application.
